Hiring season is here. Two regulatory changes make it slightly easier — and one deep dive makes the week after the offer letter dramatically calmer.

Regulation, decoded — permits & probation

MOHRE added streamlined permit categories for part-time and project-based work, with lighter documentary requirements and faster typical approval. For seasonal and consulting arrangements that used to be squeezed into full permits, the new categories are worth a look.

A quieter change: probation termination notice served during annual leave no longer counts until the employee returns — align your offboarding templates.

Deep dive — time-to-productive

Across companies we measured, the median new hire waits four days for a laptop, six for system access, and eleven for their first real task. Almost all of it is sequencing, not effort: IT waits for HR, HR waits for the manager, the manager waits for a start-date email.

The fix is a checklist that starts at offer acceptance, not at day one — visa steps, device orders, and access requests running in parallel with notice periods. Teams that flipped to offer-triggered onboarding cut time-to-productive by more than half without hiring anyone.
