It is the afternoon before salaries are due. The payroll file goes up to the bank, and a few minutes later it comes back rejected. Not one employee — the whole batch. Somewhere in the file, one bank code is missing or one employer reference is wrong.
Nobody did anything unusual. The file was built the way it is built every month: exported, pasted, tidied by hand. That process works until the month it doesn't.
This is not a primer on what WPS is — our complete guide to WPS payroll covers that. This post is about the decision that sits upstream of every clean submission: how to judge whether a payroll system will actually keep you compliant.
What WPS Expects From Your Payroll
The Wages Protection System is run by the Ministry of Human Resources and Emiratisation (MOHRE) together with the Central Bank of the UAE. Its premise is simple. Private-sector employers pay agreed wages electronically, through approved channels — banks, exchange houses and other authorised financial institutions — and each month's payment is described in a Salary Information File, the SIF.
When payments slip, the consequences are administrative and they escalate. MOHRE can issue warnings and stop processing new work permits for the company, and penalties grow if the delays continue. For a business that is hiring, a permit block hurts far more than the fine.
So the real test for any payroll software in the UAE is not how good the dashboard looks. It is whether the file it produces is right, every month, without heroics.
Criterion 1: The SIF Is Built From Payroll, Not Beside It
What the File Actually Is
A SIF is a fixed-format file. It opens with employer-level details and then carries one record per employee — who they are, where their salary is going, and how that month's pay breaks down. The format is strict. A stray delimiter, a blank routing code or a mistyped employer reference can be enough for the whole file to bounce.
Why Spreadsheets Keep Failing
When the SIF is assembled in a spreadsheet, it becomes a second copy of payroll. Every edit has to be made twice, and the two copies drift. A joiner gets paid but never added. A leaver stays in the file. A bank change reaches HR but not the export.
What to Ask a Vendor
- Is the SIF generated directly from the payroll run, or exported and reformatted afterwards?
- Do joiners, leavers and bank-detail changes flow into the file automatically?
- Does the output come ready to upload through your bank or exchange house, with no manual clean-up?
If the answer to the first question is "exported, then reformatted", you are buying a faster spreadsheet, not a compliance tool.
Criterion 2: Variable Pay Without Retyping
Basic salary is the easy part. The trouble lives in what changes month to month — overtime, bonuses, unpaid leave and deductions.
Overtime
UAE Labour Law sets premiums on overtime: 25% or 50% on top of the normal hourly wage, depending on when the hours are worked. Get the rate wrong and the payslip is wrong, which means the SIF is wrong too.
Deductions
Article 25 of Federal Decree-Law No. 33 of 2021 caps how much can be deducted from a monthly salary. A system that lets deductions pile up unchecked can push a payslip past that limit without anyone noticing until an employee complains.
What to Ask a Vendor
- Do approved timesheets and attendance punches feed payroll directly, or are hours keyed in again?
- Is unpaid leave picked up from the leave records automatically?
- Can a reviewer see the basis for every addition and deduction before approving the run?
The fewer times a number is retyped, the fewer places it can go wrong.
Criterion 3: Deadlines You Can See Coming
Most WPS trouble is not a wrong number. It is a late one. Approvals stall, a manager is travelling, and the batch goes out after the window has closed.
Look for software that makes the payroll calendar visible and keeps the review-and-approve step inside the system, so the status of a run is never a question asked over email. A run that is waiting on one approver should be obvious to everyone who needs to know.
Criterion 4: Payslips and Records That Hold Up
WPS proves a salary was paid. It does not explain the salary to the person who received it. That is the payslip's job.
Payslips Employees Can Read
A good payslip breaks pay into basic, allowances, overtime and deductions, so an employee can check it without raising a ticket. In a workforce as mixed as the UAE's, being able to work in English or Arabic matters.
Records for the Day Someone Asks
Labour inspections and disputes both come down to records. You want a clear log of who changed a salary, who approved a run and when — not a folder of spreadsheet versions with dates in the filenames.
A Quick Evaluation Checklist
Before you sign, put these questions to any vendor:
- Is the SIF produced from the same employee and payroll records as the payslips?
- Do attendance, overtime and unpaid leave reach payroll without manual entry?
- Can you see why every deduction exists before you approve?
- Are payroll approvals tracked inside the system?
- Can employees view their own payslips without asking HR?
- Is there an audit log of salary changes and approvals?
- Does the price make sense at your headcount today, and as you grow?

Where HRHub Fits
HRHub was built around this exact problem. The SIF is generated from the same employee and payroll records that produce the payslips, so the fields agree by design rather than by double-checking.
- Payroll runs produce payslip PDFs and the WPS SIF from one set of data.
- Overtime and unpaid leave adjustments come straight from attendance and leave records, including biometric punches mapped to employees.
- Gratuity and exit settlements are calculated in the same system, so a leaver's final pay does not live in a separate workbook.
- An audit log records who changed what, and when.
- A self-service portal — mobile-friendly, in English and Arabic — lets employees open their own payslips.
You can see the details on the payroll features page. Payroll and WPS SIF generation are part of the Growth & Payroll plan; pricing lays out the plans, including the free Essential HR tier for core HR.
The Payoff
Choosing payroll software for WPS is less about features and more about where the truth lives. When payroll, attendance, leave and the SIF all draw from one record, a rejected batch stops being a monthly risk and becomes a rare exception you can trace in minutes.
Pick the system that makes the right file the default. Everything else is detail.
